If you are wanting to build a Membership website, where members have access to member only content, and either pay a monthly or yearly fee for that access, or it's free, our choice is using WordPress with a paid membership plugin called Paid Memberships Pro. There are several plugins that provide this functionality, but this particular plugin has the largest number of add on functionalities to customize a solution for your membership website.
We have experience with a non-Wordpress solution called WildApricot, but it's my advice to not use it. Functionality is extremely limited, and their payment solutions is not in the best interest of their clients.
