The base code is free, and it's the most versatile - you can build your store to look and operate in any way you choose.
There are tools built specifically for WordPress assist in building out the pages of a website. We have worked with most of them at one point or another: Avada, Beaver Builder, Elementor, Oxygen, Breakdance, Elegant Themes Divi, and many others. We tend to choose either Divi or Breakdance for most projects due to their east of use, as well as the ability to easily teach our clients how to manage their own websites with minimum instruction.
There are thousands, if not millions of plugins for added funtuionality. It is rare, when a client asks for a particular functionality that does not already exist to immediately download, install, and setup. For any functionality that doesn't exist, we have our own WordPress developer on staff to address those situations.

Can we build websites with Wix, Squarespace, and other non-Wordpress website building systems? - Yes we can. But it's usually in the best interest of the client to "own" their code that their website is built upon, so they are not "stuck" with a single service provider for their website.
